CMS Part D Enrollment Counseling Guidance

In September 2005, CMS issued guidance on Part D enrollment counseling (38Kb PDF file). The guidance is still in effect and helps counselors understand their role in explaining Part D enrollment decisions to beneficiaries and their families. The Guidance clarifies that beneficiaries make all of the decisions and take enrollment actions, and that benefits counselors play an advisory role.
