These tools were designed to

(a) enable rookie counselors to feel confident that by using these tools they are conducting comprehensive Annual Enrollment counseling sessions,

(b) to provide all counselors with a means of ensuring they do not miss any key components of a counseling session in the heat of the moment, and

(c) collect critical client information in one place for future reference by benefits counselors.

Questions and Answers for the Part D Annual Enrollment Period

To complement the check list and worksheet, MAPRx, of which the ABC Coalition is a member, updated the Medicare Prescription Drug Annual Enrollment Questions and Answers for 2008. This brochure can be a tremendous resource for people with Medicare and their caregivers––please work with us to distribute this resource far and wide.

This updated version provides answers to 14 questions that beneficiaries are likely to have as they navigate the open enrollment process and 4 questions they may have after enrollment. It also includes charts explaining the coverage gap (“donut hole”) and all options available during the Part D open enrollment period and the Medicare Advantage open enrollment (January 1–March 31).

Questions and Answers on Part D Plan Enrollment for People with Medicare and Medicaid 

MAPRx has released a version of its Questions and Answers on Part D Plan Enrollment for People with Medicare and Medicaid. This brochure contains 16 questions about plan enrollment, emphasizing that Extra Help beneficiaries are not limited to the Annual Enrollment Period, but rather may change plans at any time with the new plan taking effect on the first day of the next month.

The questions and answers also address Extra Help redeterminations for deemed Extra Help beneficiaries who also have Medicaid and/or SSI and includes the special considerations.

Three questions deal with those beneficiaries who will be reassigned or must decide about moving to a different plan for 2008 because of rising premiums or changes to plan design.  The answers are intended to help these beneficiaries decide whether to accept the reassignment, stay in their current plan, or select a different plan.

There are also six questions and answers about commonly occurring situations that arise for people with Medicare and Medicaid after plan enrollment.

Timelines on Extra Help Mailings

MAPRx also developed two timelines about the mailings that Extra Help beneficiaries received during the fall of 2007. One timeline highlights the mailings deemed Extra Help beneficiaries receive and the other addresses mailings to Extra Help beneficiaries who applied for and were awarded Extra Help. Each timeline details

  • Each specific letter and when it will be sent,
  • Who gets each mailing,
  • The significance of each mailing, and
  • What actions Extra Help beneficiaries must take when they receive each mailing.

You and your colleagues can use these timelines as reference materials for yourself and they are also designed so that they can be distributed to your Extra Help clients.

Together with the charts illustrating 2008 Medicare Parts A, B and D costs, these tools could comprise a benefits counseling package.
