CMS conducted survey research immediately prior to the 2008 Annual Enrollment Period (November 15, 2007-December 31, 2007) to find out what Medicare beneficiaries knew about getting ready for the upcoming enrollment period and what they intended to do during the Annual Enrollment Period.
The findings of the 2008 Annual Enrollment Period survey suggest that a majority of beneficiaries surveyed did understand that they could switch plans and that they should use the Annual Enrollment Period to explore their options and make a change if they wanted to do so. However these understandings failed to motivate action, as fewer than half the respondents indicated that they actually intended to explore their options.
